Actually I kind of completly disagree with this. Granted we'll have to see how it plays out but the only thing known about the kuva in that cepter was that the Dax couldn't disobey it.
If I remeber correctly every last guardian also had a cepter with kuva that protected them. Therefore I think it took the queen who has the loyalty of the grineer (without needing any magic mumbo-jumbo) and all the knowledge she had as an orokin anyway maybe 5 minutes to get a new cepter. Her knowledge as an orokin actually also implies that she could maybe construct one if need be. It depends on how mystic that liquid turns out to be. Even should that not be the case you commited the classic hero mistake letting evil live to do stuff another day.
The possesion of others bodies seems entirely possible without the staff she'll simply have to setly for a non-tenno. Maybe not even that if they really came up with the technology and didn't simply loot it somewhere. And that other hypothetical tenno that would then succomb to her?
Well who's fault would that be.
For me the fact that the option to kill her was there implies that in the future she can't be that involved in anything since all the branching possibilities would require that much more effort in programming quests from this point on. So the plus there is obviously that my attempt to blame you for her further evil deeds will also not happen.
Lastly even letting her live a being absolutly consumed with hatred or maybe greed of you and the power of an empire behind her doesn't seem in the slightest like anything that would benefit any tenno.
Also, I'm starting to kinda regret not killing her, I suppose. Though it was funny to watch her slither away, wouldn't mind repeating it.
Letting her live simply just prolongues her death sentence maybe by a few days, weeks or months, but she's still doomed either way.
From what I can gather though, the reason she chose a Tenno body over a clone or somesuch is possibly because she cannot steal the body of someone that does not possess the transferrence powers of the Tenno, you were her one and only chance since she was using Teshin to bring a Tenno to her. Without the scepter to control Teshin, she has no means to lure a Tenno in person to the fortress anymore.
Those are just my thoughts on it.
