Nobody knows when it will return except DE, of course, but they did say it would return regularly, similar to the Ghoul Purge and Plague Star events on the Plains. As for being able to access Deck 12 after the event's over, they haven't said, but we have our fingers crossed on that.

New events that make sense to repeat all the time are not really limited, I do not see the problem in not obtaining EVERYTHING in the first run - if we did that then there would not be many reasons to play this game after 50 hours or so

Oh, is that true? That's wonderful to hear. Anyway, I just fought it for the first time, and as someone who's never played the old Trials, it was the best boss I've ever fought in this game.
Pretty sure the fractures event will be closer to ghoul purge, every few weeks or so (someone from DE compared it to the cadence of Baro on the forums around the time the event released).
I believe that the recurring event part will be the Thermia Fractures in order to get Diluted Thermia, while one can organize a group to fight Exploiter as long as one can activate the fight with Diluted Thermia at any time.
No one knows exactly how it works, but so long as one can start the Thermia Condensers in Deck 12 with Diluted Thermia the fight should always be possible, meaning you just need the diluted thermia and a touch of luck to get Hildryn's parts.
Correct. Red text just confirmed that before hotfix being launched now.
Thermia won't dissapear and anyone can start the fight outside event time. Fractures will return as a recurring event for more thermia re-supply :)
