My own max price is 400p if there are 4 good stats on it and its for a good weapon.

Riven mods can be linked in chat by putting the words "Riven Mod" in brackets [Riven Mod]. This brings up a menu allowing you to select which riven currently in your possession you wish to link. You cannot link Riven mods that are not in your inventory at that moment. You may be able to ask for help in determining a price that way.
In short, the prices for Riven mods are determined by what weapon they are for and how good their stats are. Riven mods for meta weapons such as Tonkor, Simulor, etc., still sell for ridiculous prices (or at least, people are trying to charge ridiculous prices) in spite of having been specifically nerfed to not have as good of stats as they once did. That said, Riven mods for less popular weapons do not sell nearly as well - I don't know how many people out there use Attica on a regular basis. Your main hope is to get lucky and find one of those people who actually use the given non-meta weapon on a regular basis and want to buy a Riven for it.
