Passive skills are called "passive" because as long as you have that focus tree set to primary, they take effect with no extra actions.

Waybound skills are special, operator only, passive skills in that focus tree that you can max out and then unbind them. At that point they say "Unbound" and you can turn them on for every focuse tree.

The skills that say "passive" can never be used with any tree other than the one you got them in.

Unbound Waybound skills remain where they always were in their main focus tree and can be turned on in other focus trees by going to the focus tree you want to use them with and looking on the far left side of the screen. You might have to move up or down on the left side to find them. Once you find them there, just turn them on as you would turn skills on normally. Red = on and Black = off.

Using your examples of Madurai and Zenurik above:

Phoenix Talons and Phoenix Spirit are the Passive skills in Madurai, they can never be used with other Focus trees set to primary.

Inner Gaze and Eternal Gaze are the Waybound skills in Madurai, once you max them out and spent the 1 million focus to unbind them, they become Unbound skills and can get used with any of the focus trees.

Note, Unbound Waybound skills used in other focus trees still need enough Pool points to activate them for that tree.

Adding to the Pool points increases your Pool for across all focus trees. Each tree uses it's own individual Pool points though, so raising Pool to say, 100, means each focus tree gets it's own 100 Pool to use. The focus you spend on raising pool can come from any focus tree though and it doesn't matter if you raise pool on the main Focus page or on a focus tree page, it adds to the main Pool.
ohh man so that means that i didnt had to unlock the zenurik tree at all?
so just as i unlock the 2 passive skills in madurai tree as long as i main madurai i will get them as passives, but if i have to use and main other tree i have to unlock them and put them on ''on'' mode in other tree?
Yes

Keep in mind "passive" for a waybound means it is shared between schools.
Passive for other skills mean it applies to your warframe and operator.

Max pool is 177.. this will allow you to use any school and all waybounds unlocked.

In madurai, they'll remain where they are. In any other school, they'll appear to the left of the tree, as separate nodes. You just select them as usual and they become active (red). As long as you have enough overall capacity to slot them in.

BTW, capacity is universal between all schools, and can be unlocked from any of them.
so i need to increase the focus pool, lets say in madurai or zenurik, just the focus pool and thats it? i dont need to unlock anything else in zenurik tree?

Not for unbounds from other schools, no. Just make sure you select Zenurik as your primary school (and, well, unlock Zenurik itself).

what do you mean by unlock zenurik itself? i have it unlocked and energy pulse is on level 1.
now what else do i have to unlock there? just fill pool of the zenurik?
i have zenuik as a tree unlokced, and i when i click on the inner gaze/eternal gaze inside the zenurik tree nothing happens,i click and the logo becomes red and nothing happens

If they are red on the left in your zenurik tree then they are active there.
