Cephalon Simaris is at assorted Relays throughout the system. You should be able to first access him from Larunda relay on Mercury. So it won't take you long if you have already unlocked Venus. I recommend visiting him asap when you unlock Mercury and start doing his daily tasks. Get his scanner and the upgrades for it for unlimited use and double scan chance. Then just use his scanner for the rest of the game.
In addition to his regular daily scans he has a research project as well (terminal behind and to the left of him), and you can also earn his syndicate points from doing Sanctuary Onslaught. So you can earn more faction with him than just daily scans, if your cap is higher than what you get from just daily scans. The other activities help to earn more.
Upgrades to Cehpalon scanner include faster scans, infinite scans and even the chance at a double scan to clear two points on the target or you can also get extra drops for scanned flowers/cats etc.

The double scan chance is when you scan objects such as plants (components of some items). You may get a double scan, ie 2 of that item, instead of 1. I'd focus on the unlimited and faster scanner upgrades first though.
Did you read the thread? He was already answered on that. Then the discussion turned towards Simaris' scanner, and he asked questions about it. So we are answering. And as stated, he will have access to Simaris very soon. No reason not to start on his tasks asap.
