Can no Longer mix Legacy Palettes and base Palettes?

I've been using the Legacy Palettes option for skin tones on some of my frames, and since coming back this is the second time that it has forcefully removed these colors from my frames and my favorites menu when restarting the game.

I can reapply it and I keep the colors and they stay in the favorites menu for that session, but if I reboot the game they dissappear again and any frames they were on have these colors removed (replaced with default colors of course).

I am just coming back from a few-month break, so was there some update with some "bugfix" that's causing this or is something else going on here?

Also, since DE apparently wants to prevent me from using legacy color palettes for light skin tones, what's the best color palette for light skin tones, like Caucasian or fairer Asian skin?

Two cosplay setups. one's for Octavia (Octavia diva colored like the outfit for the song AgeAgeAgain in Project Diva/Project Mirai) and the other, the recent one that's been making me notice this issue, is trying to make an Airy (small fairy from Bravely Default) cosplay with Titania.

I also used to use it on Khora before switching to a color that emulates a darker skin tone, since with all the shiny bits the darker tone went with the colors better on that frame. Hell, her design is somewhat reminiscent of a dominatrix to me, who says I can't look the part?
