-No, but with good enough duration after bringin the shield down there still good enough duration left to bring the next limb down
-pretty sure the arcane only blocks the status effect, but there's still very minor chance of proc still.
-Doesn't work on amps and idea is to use him to avoid Magnetic proc and damage when Eidolon limb is destroyed.
-The arcane only nullifies magnetic proc like it says in the description.
Dont get me wrong, his crit buff is still super nice, if the timing is good but your usual Chroma meta slave will 1 shot limbs anyway so whatever.
His headshot crit boost lets me feel like I'm contributing to damage with my trin + vectis prime even if someone is instantly breaking limbs.
His impact will be felt much more on lower power groups that NEED the invulnerability and increased head damage. The head has the most health and takes longer than the limbs.
It's not really a question of how much he brings to a meta-squad, it's a question of if he brings more than other frames in his spot or not.

it better if you went with Void Strike Volt , since you could at least help removing the eidolon shield. which is one of the most time consuming part in the tridolon hunt.
void strike volt can do both role, Shield Remover and Burst Dps
If you time it right you can give your team crits, by showing the newbies where to aim etc they learn fast and deal okay-good damage with the aid of crits.
Like others mentioned, when you're running with a "meta" group, you don't need harrow nearly as much because whatever he has to offer sadly isn't needed.
You only need 1 volt / trinity / limb killer. I can't think of a 4th frame that would be better to add than harrow for his invulnerability and head damage boosts.
Some frames can bring something to help with invulnerability (limbo cata eww...) Some can bring head specific damage (ivara). But other than those who only do 1/2 of what harrow can, there are just more damage / buff / heal frames that areredundant to the meta of volt + trinity + limb 1 shotter.
If there are suggestions for an appropriate replacement for Harrow's invuln + head damage combination please share.
Oberon and Limbo are alternatives for Harrow's role.
But Harrow requires a lot less effort, and is overall the simpler choice.
I think is safer to use Oberon's halloweed round and tell everyone to step inside.
