As a group as of recently yes we do share baits now so someone else can indeed drop bait for you. Though not too many people who put groups like that together since they are burning radish resources to make that bait. And most who are at that level no longer need to fish other than for fun.
However with the latest changes you indeed can share a bait with squadmates, so only one player uses the bait and every player in the squad can catch rare fish.

Its just that so far down the track that Quills reps is now easy to get. Before you had to level Ostoron and it would level so much faster than Quills that the progression was natural.
