there aren't any mods that grant life steal on warframe ability dmg (apart from exalted melee weapons)... Inaros has innate lifesteal on finishers but that's about it (edit : valkyr has lifesteal with hysteria too)
on rifles, only Hema has lifesteal if I remember correctly
Vazarin focus school grants your mates and your warframe when you are out of it health regeneration and invulnerability plus there are different Operator Arcanes for either health regen or heal on enter/exit.
Many warframes have powers that heal as well.

There is no way to add heal to your skill dmg. Some skills come with it, but thats it.
And there is no mod for rifles. There is however the Hema that likewise has this feature inbuild already.
The reason why many people are suggesting other things as well is simply: The Hema isnt exactly the most powerful weapon, so that might be too much loss for the gain of "heal", even more so if compared to these other options.
From what i see is what you really want is an option to heal without going into close combat and without playing a supporter warframe like harrow or Trinity. This is still possible with melee as well!
Give the Redeemer, Sarpa or any glaive a try. They have ranged attacks, but are "melee" weapons. Neat for a quick heal. With lifesteal and the right stance mod, e.g. bullet dance for redeemer and sarpa, its a heal at the click of a button. The redeemer would be a shotgun volley right into the mess, with life steal, the sarpa the same for a burst fire shot, and the glaive will just tear through some enemies, bounce around and send health back to you. All you need is aim at an enemy and instead of pressing fire, press melee button. Done.
The operator version i suggested has the added benefit of virtual invulnerability. You need a heal? If you go into operator mode your warframe wont be downed. Its usually (as long as it doesnt have skills running) invulnerable the moment you leave it anyways, and there are options to (even automatically) repair it "from the outside". Its like those tank drivers in many shooters jumping out under fire to repair their tank :D Just if you are hit outside, you are just teleported back in. And it also works without any enemy around.
And also not just your team, the main situation it is used for is protecting/healing targets. Like excavators and defense targets. For the later i would recommend to spend some points into if you have some spare.
That said the Magus Repair would be my favorite "automatic" version i mentioned and can be used with other focus schools as well, like the omnipresent Zenurik ;)
You just go into operator mode and into void mode immediately. Bam, 20% heal per second in 20m range. Working with a percentage it will heal even high HP warframes and allies in no time.
Using those "melee ranged" attacks however has another benefit as well:
You can also heal your pets with them. Pack Leader is the key. Usually i actually use it more for that than to heal myself. You know the best thing ever is not to get damaged in the first place :P
