Because channeled ability costs are affected by duration. Longer duration increases the amount of time between it "charging" you however much energy. Smaller duration decreases the amount of time between hits. Normal duration costs have I think a one second delay inbetween hits.
And having high duration will obviously reduce the channeled energy cost. Keep in mind that you can't reduce the cost below 25% of it's base cost.
That's not how it works. Duration mods doesnt have any effect on the time it takes between a "hit" or tick.
It only affects the energy per second of having a channeled ability active.
Because channeled abilities don't have a set duration. As they are constantly on while active. So they made it so duration mods aren't completely useless for those type of abilities.
But in general though. Efficiency will have a larger effect on energy per second than duration.

To sum it up, efficieny lower the energy cost during those second BUT duration affect the amount of time between those ticks.

You're misunderstanding what is going on. You aren't increasing duration to make the ability cost less. Activating the ability is not affected by duration. Increasing duration increases... wait for it... the duration you can have the ability active.
EDIT: And just saw Dyne pretty much already wrote this..
haha, great minds. And for some trivial knowledge, sometimes short duration is a good thing.
