Are you blind?
Thermal Sludge can be looted from crates all over Orb Vallis (mostly in or near Corpus bases). They have a distinct look and when you hover the reticle over them labels them as something along the lines of "Thermal-Something-or-Rather". They're basically Fortuna's version of Grokdrul.
I'm thinking the answer to both our questions is 'No'.

smelted metals require a few things.
the first thing you need is a mining lazer, which can be purchased from the Plains Faction Mining guy.
go to town, open the menu select fast travel, then pick the Miner.
Warning: faction shops use Reputation as currency. thankfully the lazer is cheap and dosnt require a high rep level.
once you have the lazer you can use it to mine ore and gems. They changed how it works, but its simple enough.
to refine the ore into metal, you will need a blueprint, so its back to the shop. These are more expensive, but the blueprints are infinate use, and craft large amounts of the stuff quickly.
