"Is the offensive Iron Skin buff better than the defensive armor buff that in turn also affects Iron Skin?"
In fact, it's a bad question because what you should be asking is whether or not it's worth using both of them together. Having Ironclad Charge's armor buff increase Iron Skin's base health, which would make Iron Shrapnel do more damage as well. If you can fit it in your build, I can't see why not. Use them both if you can. Ironclad if you're efficient enough at charging enemies then Iron Skinning. Shrapnel if you want to send enemies flying back at a moment's notice at the expense of your Iron Skin.
