If you are a new player, I would bet on it. Excavation normally isnt too much a issue for a vet, but even the Fortuna one can be trying at times. I recommend you complete the Star chart, and do the Natah quest, and improve your mods and gear.

open to public solo is hard on fort , you also level fast with other players

The enemies on the orb are on completely different level compared to the grineer from the plains. Playing with a full squad will make your life a lot easier

Plains of Eidolon and Orb Vallis are not new player content.

Oh okay, guess I'll come back to it then later. I was following the start chart and simply landed there, the story excavation mission is just overwhelming. Guess I'll travel to mercury now and come back later.

I thought day time Plains was new player, and night time Plains was vet?

Improve your mods. If you want to do this quest solo you need damage.
Overally I recommand you to to unlock at least 20 more places in star chart before trying it again.

Yeah. If you hover over the node on the planet it says 30-50 or something. That's a rough indication of difficulty and enemy level, and about twice as high as most things on the first block of planets. There are a few nodes like that you'll want to level up and get better gear to revisit later. Vay Hek boss fight on on earth is another. It is possible to do them at lower level if you have higher level players in your squad which can carry you but solo they are best to avoid.

They say it is and try to paint it like that but it's not.

PoE/OV is very self contained and does not help new player progression. Not to mention the open worlds are generaly much harder than their stated lvl indicates. Even Veterans noticed PoE/OV enemeis were significantly tougher than other missions comparable to their level.

I can very much see why new players struggle there, and I find it baffeling that they would allow new players to go their so early. I know why they did it but still, it's seems like a poor placement to me.

As long as new players stick to T1-T2 bounty and don't wander too far to corners of plains and too far from fortuna, enemy levels are fine for them.
