Rerolling does not affect the mod's polarity, capacity cost, or mastery lock. And the effectiveness of the stats will be tied to the disposition listed in the weapon's upgrade screen. Things with few dots will have a lower stats, and the more dots, maxed out at five dots, the higher the stats will be. Disposition cannot be changed be the players, DE controls that and can change them at their discretion. When they do change dispositions, it may affect your riven mods and will do so retroactively.
At any rate, you can choose to keep what the mod had before you rolled. Though the Kuva cost of rerolling will always continue to increase until it caps at 3500 per roll.
