That's how tubemen works.
There were a few things I noticed that make the fight a little more bearable solo.
He'll teleport a few times and be completely invulnerable most of the time.
If he doesn't have a life bar when you're aiming at him, he's invulnerable / glitched / not really there. If he runs at you, he's shootable, if you walk a little closer to where he's glitch teleporting, he seems more likely to run at you.
I found it easiest to use a sniper to deal with him. High single shot damage to make the most of the times he's visible and available to be hit. Especially when he's running straight at me... Having high punch through meant I could occasionally hit him / something when the marker was behind the door... But I'm not sure if that was a smart thing to do.
If he's not in the area at all (marker says he's behind the locked door or something), try changing the area of the arena you're standing in... Make sure his manics and other adds are dead.
Nah, unless it's a very recent issue. Killed him ~10 times in a row solo farming Ekky maybe a month back. Valkyr mostly, ranged is useless against Regor with the "blinking" until he charges you, Mirage a few times (Shade stealth pet, blind ability + viral Dread bow but it took ages).
