As for Vulkar, the vanilla vulkar is nice and all, but it's also pretty "meh" damage wise. Vulkar Wraith is an entierly different story, though. And even that is outclassed by Lanka and Rubico.
As for OP bows, there's plenty in game. The cernos is decent, the mutalist cernos that thinks it's a plague carrier is proc heaven, the lenz which is a bow infused with Mag DNA... then there's the cernos prime - my favorite bow that acts like a shotgun and can headshot 5 enemies at a time. Maybe ten if you buff the punchthrough and they're in a tight mob.
The Dread is a great bow and certainly best at what it does best, but definitely not the only game in town when it comes to OP bows.

Non-sarcastic answer personally I prefer the Lenz, however, it uses blast damage.
Eagle Eye (conclave mod) can increase zoom on "rifles" which includes bows I believe, though you can get the same effect by just adjusting your graphics settings :D
I am pretty sure you can equip Argon Scope to bows, which gives you huge crit buffs for a short time after you land a headshot. If you are that kind of precise player who can consistently land headshots with a bow then that might be of interest. I haven't picked up the mod to test so take what I say with a grain of salt.
Also yes, you're right. Argon Scope is equippable on Bows.
Dread is actually one of the most powerful bows in the game, even more powerful than the lenz. Lenz is fine for starchart stuff, but even with a damage/crit chance/multishot riven I had awhile back it was lacking on level 140+ stuff, whereas the dread can get a crit and with hunter munitions take out the target (without a riven) in less than 2-3 seconds from one shot. So CC and fire away.
You had to moves those goal posts so far to make your case, they aren't even on the same field.
Most people when they get a riven for a weapon plan on using it in endgame (level 100+) so if the weapon cannot perform on that level, why bother using it? Considering all weapons (with enough forma) can be used to conquer the starchart.
bows are snipers, really. The zoom vs silent is the only major difference, and warframe does not, even in open world, have a lot of long range shooting. I turned my sniper scope off in the settings. Its not exactly apples and apples, but its a bit like a tangerine to an orange.
I don't think a bow will ever be as good as a good sniper rifle. Too many game mechanics are against the long trigger hold, projectile flight time, and such that are drawbacks (pun?) on bows. And with rivens, snipers can get enough crit chance that dread isnt going to lead them by much, even dread with a riven, its not worth it.
