Also of the most notable and special examples of how useful it is to build for low duration is in Eidolon hunts. Vomvalysts cannot be affected by abilities when they're in their spectral state. You have to cast EV on them when they're still physical, and if you send them to the spectral state before EV is over, it doesn't count as them dying, it just removes the EV without squeezing the rest out. So you definitely want low duration for that, since you don't traditionally kill them.
It really sucks if you EVd something 2 rooms back that didn't die and now you can't EV another target for the full duration and you're out of range to get the energy. It also sucks to finally find something to EV but then 20 things spawn between you and it so you have to work to kill it for the energy.
EV also does daamge based on a percentage of the target's health. Short Duration EV does that damage quickly so repeatedly casting it on a nasty like nox or bombard can lock them down and damage them decently while maintaining something to EV despite the nuke frames using the energy to destroy the less difficult enemies.
The only real problem with super short duration EV is that you sacrifice all of your damage reduction from link and bless because they last almost no time at all. You can counter this a bit with the EV augment giving you overshields, but shield is the weakest defensive pool and even massive ammounts of overshield can evaporate quickly.
Basically, super short duration EV works incredibly well for squads running a high power but low efficiency nuke frames because you can sometimes get in 2 EVs while something is dieing which should be more than enough energy gain to fill the nukers up plus overshield them.
A more balanced approach is usually more effective if you haven't set a squad up to fully utilize fast EV because with decent duration on your link and bless, your entire squad survives better and you can always still EV something and kill it to get the full energy.
