how to "fully scan" an enemy?
in the simulacrum it says fully scan to unlock enemy so how do i do that?

Get a Codex Scanner and hold it over the enemy while its still?

Kinda vague description.

if its for similaris you chase down a specific guy in a mission, and he will have I think 4 or 5 balls on him. You scan those one by one, which is a big pain in the backside; I use ivara stealth for it. You can't miss it: the annoying NPC will tell you when there is a suitable enemy in your mission. The enemy will be 10 times tougher than normal and runs away like a capture target sometimes, othertimes they fight and are a bit meaner than usual. It will be very obvious that he is your target. The scanner will also tell you where to go (makes a bit of a path to it). Be sure to carry charges for scanner.

ive done it and it still says fully scan to unlock

That means you have to scan targets of that type multiple times.

Synthesis scans are one thing - simaris has a tutorial for how to do those.

Maybe you need a complete codex entry to unlock a particular enemy as a synthesis target. To get codex entries you need to scan a target multiple times (with any scanner). That means finding them in the wild and just scanning them.

You can use the scanner simaris gives you to get codex entries and bonus standing with simaris faction. (The simaris scanner is great, has upgrades, but also has limited charges you have to buy from simaris, so unless you have the free scans upgrade this can be annoying.)

You can also build and use a helios companion, which has precepts to scan codex entries whenever it comes across something new in the field. The helios is really handy, because certain enemies (bosses, rare eximus units, etc) are really hard to scan manually when they turn up.

Most enemies have to be scanned multiple times to unlock their codex entry, which also unlocks them for the simulacrum or whatever.

The ammount of scans you need to fully scan enemy can varry from 3 to 20 (maybe even 30) scans.
