That means you have to scan targets of that type multiple times.
Maybe you need a complete codex entry to unlock a particular enemy as a synthesis target. To get codex entries you need to scan a target multiple times (with any scanner). That means finding them in the wild and just scanning them.
You can use the scanner simaris gives you to get codex entries and bonus standing with simaris faction. (The simaris scanner is great, has upgrades, but also has limited charges you have to buy from simaris, so unless you have the free scans upgrade this can be annoying.)
You can also build and use a helios companion, which has precepts to scan codex entries whenever it comes across something new in the field. The helios is really handy, because certain enemies (bosses, rare eximus units, etc) are really hard to scan manually when they turn up.
