How do you tell if it's warm or cold weather on Venus?
It used to say when I pulled up the map, but it doesn't anymore. checking it in Navigation is useless since it changes so fast.

If it's not showing when you hold m to bring up the navigable map it's a bug. Maybe post it to the warframe website ui bug forum.

It doesn't show weather in the tunnels so you have check what fish is in the water.
You can apperantly tell if it's warm weather if you spot an orokin terraformer sattelite in the sky, which i guess is the really bright light that isn't the sun

No way that I know of to check while you're indoors. Outdoors, you can check the colour of the sky and look for the satellites in the sky. Blue satellite overhead is freezing, orange satellite overhead is warm. Other than that, hold the map button while outside and that'll bring an almost-full-screen opaque map that'll tell you the temperature and give you a visual representation of roughly where you are in the current cycle.

If everything has a slight blue tint it's either Cold or Freezing, also, your Warframe might be frosty(heh) in Cold and Freezing weather, other than that, satellites and their colors.

During warm weather, Orb Vallis will have an orange / warm hue to it, in oppose to the usual cold blue.

Also, while in Orb Vallis, you can hold TAB (Whatever your map format button is), to bring up the full map, which there'll be a real time temperature cycle scale on the bottom right corner.

I'm not sure it matters... at least for the top ones you can buy bait for.. it only matters if it is active or not

Cave fish is not affected by weather temperature.

The spawn rate differ from either it's a hotspot or not.

I think when it's warm the sky is more of a golden yellow color. When it's cold or freezing it's dark and grayish-blue. Not sure if there's a distinction between cold and freezing...
