Everyone will hate you for using Limbo in any capacity on any mission.
I do not reccomend.
9/10 Limbo players do so purely to troll others. There are a very select few who use his powers well and within reason for actual benefit. But the visual effects and noise of his Rift nonsense makes me immediately quit any mission with Limbo present.

Strictly speaking though, he has very limited, but annoying functionality.
He can effortlessly glide through missions in the Rift and be completely immune to literally everything except being inside a Corpus Nullifier bubble. However, it has since been changed that you cannot hack consoles while in the Rift, reducing his effectiveness on Spy Missions.
However, this does mean he can effortlessly revive anyone on the ground without having to switch to Operator mode or any other invisible / shield mechanics so that you are not shot to hell while standing still.
-
His 4th bubble ability is immensely annoying for the visual bull that it causes, but does have some use. Enemies outside the rift cannot damage entities within the rift, and vice versa. A semi-viable alternative to Frost... but then you should just use Frost instead so that the game doesnt look like you've taken 10 acid tablets.
His 4th also has a duration, unlike Frost's "permanent" snowglobe.
-
His 4th can be rapidly cast and cancelled to deal damage to enemies within its area of effect, but that makes the entire map look like you've taken 10 acid tablets, only it strobe-lights on and off and gives everyone an epileptic fit.
Just bring Equinox, Saryn, Mesa, Nova, Ember or any number of other AoE Warframes for this role instead.
-
Whilst in the Rift, you passively regenerate energy. Can be useful for yourself or other team mates in a support role, but you are better off bringing Trinity for Energy Vampire without the game looking like you've taken 10 acid tablets.
-
He can semi-permanently freeze enemies in the rift. But why bother when you can just outright kill them and remove them from the equation altogether.
-
If you want to play Limbo, you better get used to the sound of diving underwater and resurfacing again. A hundred times per mission. Entering and leaving the Rift.
and there is only thing he can do best
Mobile Defence missions
you can solo even lvl 100 md missions pretty easily with limbo
other than that he dont have much use and outclassed by other warframes
certain spy missions he is also useful, as well as NPC Defense and against a certian boss.
Half the time I don't notice a limbo in my group and respect the ones who do play him well.
The best missions for limbo is rescue and protect certain targets in the sortie.
Don't try to take him to Sanctuary Onslaught or Interception tho, could cause a whole heap of trouble.
The other posters named his more conventional strengths, and I will not repeat them. Consult them for advice.
D tier if you join randoms.
