As for mod capacity just Forma normal Hydroid and you get the same effect.
The mod cpacity on a normal and primed frame are the same.

Thebonly 2 reasons to get a Prime are.
1. The look. Primes often look better and have more fashion options.
2. A few less forma needed for min max builds.

So if its easy to get, and you want the look then get it. Otherwise just spend the forma on Hydroid.
You dont have to go to a Prime. Im still using basic Frost over Primed Frost since he has 4 forma on him.
Having them separate allows you to have a non-prime frame forma'ed for a specialized purpose (such as farming materials), then have your prime frame forma'ed for more general use. Once you get access to lenses, you can have different lenses on the two variants so that you can essentially do the same kind of activity with both, but raise two different schools.
The statistic benefits are not actually that meaningful no matter what the hard numbers say since most frames are eventually used in a situation where they are destroying the content effortlessly and 50 shields, or 15 armor doesn't mean anything when you aren't taking meaningful damage from anything.
