The one thing people forget about Cetus population is this is Humanity 10000 or more years in the future. The people from Cetus to me look like a sort of future human a mix of all races, Asian, White, Black etc... although you can also look at where Cetus is situated on teh planet how they look kinda makes sense.
1) Lexx. In the Lexx universe people routinely have to give up body parts to pay debts or as punishment for wrongdoing. Also lots of beefy men with robot heads and human/cybernetic stuff. A great, under-rated series.

2) Doctor Who (classic) episode The Sunmakers. An episode about a corrupt, greedy government on Pluto that repeatedly puts people into horrible debt from which they can never recover. Keeping them slaves to the system.
I wonder if either (or both) of these inspired the story.
One of my favorite quotes from all of Doctor Who is in that epiosde.. with the Collector berating an underling regarding his leadership.
