iirc there is, and also in steam license agreement it clearly says using any form of vpn is a banable offense.
Also I am very sure vpn use is outlined in the tos.
Ive used "Private Internet Access" VPN while playing Warframe for months.. and not been banned yet..
Use of VPN is only restricted as far as i know with Steam agreement, if used to spoof your location to a region with lower prices.
Add for OP.. DO NOT use free VPNs... you will be opening up your a*s to potential hacks and theft of private information if you do. Only use payed and well known VPNs with strong privacy policies..
You don't actually need to turn off VPN when buying games on Steam, if the VPN and you are in different regions.
When you initially create your steam account, it will lock you to a specific country based on the IP adress at account creation. Which can be changed in case you ever move to a different country. But if your IP changes to outside the set country, it will still recognize you as being in your original country and offer the prices based on that.

And also offers option to change it. Though there is a time limit to how often you can change this.
