But, also? I don't think steel meridian really counts as "terrorists". Their whole schtick is supposed to be fighting the grineer and trying to protect human colonies
The Perrin Sequence has never done anything wrong except bribe the Tenno to destroy Ambulas in one telling of events (Operation: Ambulas Reborn) but in the current rendition (Hades Node boss fight) they simply ask the Tenno for help in an elaborate plan. Some call Ergo's buisness dealings with a group that's much farther than in with you morally wrong, others would say it doesn't matter as that's how that group lives. The Sequence works to foster peace and prosperity in the system and take an active role in that, believing that a peace would produce a better economy and lead to less suffering systemwide.
The Red Veil destroys those they feel are inpure in the system, which mostly translates to slaughtering the Grineer, the Corpus, the Infested, and the Corrupted. Which is pretty beign, all considered. They also are extremists in the form of kidnapping defective Grineer to try and understand how to use their physiology to weaponize against the mainline Grineer, something even I can't justify. So I kill them when they do that. Have I mentioned they're my bosses?
The Steel Meridian destroys the Grineer. They rescue Grineer that reject the Grineer's evil empire. They literally are classic good guys as far as I know. To call them terrorists to call a police officer a soldier of chaos (not order.) That's all they do.
Cephalon Suda collects data. She doesn't do much with it as far as I know, but she collects data. She mostly does it to prevent a catasrophic data loss in the system regressing humanity to a lower state.
The Arbiters of Hexis believe the Tenno are gods in the making and seek to emulate them as a form of worship or something. They're really cult fanatics who worship the most powerful people in the system as gods, nothing really wrong in what they do, other than some find them stupid.

Steel Meridian: This is their only goal, and it doesn't extend to Corpus
Arbiters of Hexis: You can't use your frames for mass-murder
Cephalon Suda: Gather all knowledge, using any methods
Perrin Sequence: Trade is boring to some, and everybody hates them because Glast refused to break a community's culture
Red Veil: Can become corrupted easily (Chains of Harrow)
New Loka: Pretty much nazis
