Are the grineer based on clan Harkonen from Dune?

No, but there are a few Grineer that are loosly based on the characters of said clan. More of a nod to a classic then a direct rip-off

All I know about Dune is the PC RTS game, Emperor : Battle for Dune (2001) and that the Harkonen with the Gatling Gunner Infantry from some sub-faction was the best option.

Massing Grineer Heavy Gunners, pretty much. Gorgons for days.

But Atredies were the good guys and Ordos were complete bastards.

No, but they should be. A floating, suspended in the air with antigrav harness morbidly obese guy draped in silks would fit Grineer perfectly as a boss. The only thing I hope for, is that he would be the book version of baron, not movie one, because that guy's just... at times baffling, at times just what am I even looking at now.

In the original they are descirbed as sickly, wearing puffy clothing to hide their bloated or frail bodies. Pale, arrogant and loud; born in a region that has turned into a toxic wasteland. Their style (according to Herbert himself) was a mix of nazi uniforms and suits worn by factory workers working at smelters and in hazardous envoirments.
