If you want "pure stealth," between Ash and Loki, go Loki.
Loki also has the benefit of having a good stealth augment mod for his Invisibility, "Hushed Invisibility" (available from the Arbiters or Hexis or Red Veil factions), which makes any weapon he fires while Invisible silent. For a mission where you want to stay hidden and not get attacked, this is very useful.

Ash's ability is mostly designed around being able to ambush groups. Although his invisibility is shorter, you can potentially keep it maintained for longer than Loki between smoke bombs and Umbra's sword with teleport strike.
Really, it's about if you are entering a room to steal data, or if you're entering a room to murder everything inside without being seen.
Ash's playstyle encourages speed.
Used to use loki... now like ash better... use that augment that strips armor... then viral melee... cuts through anything you can throw at it... for secondary i use gas magnetic to strip shields for similar effect
You can cover a much greater distance with a single Loki cast than you can by using the equivalent amount of Energy on Ivara to cover that distance, and it would take you longer - so ultimately she's worse.
Ivara's primary benefit is her Prowl Augment for Spies, or for staying invisible for ages without having to go anywhere.
