MR requirements and stats of rivens are all random. So yes, there is a MR13 riven and the stats will be whatever is rolled or re-rolled as.

Gotta be somewhere out there... The lowest riven i know of is MR 8.
Have to mention though that the MR requirements on rivens are purely randon and do not reflect the power of the riven.
Even more so, i believe tigris has a very low riven dispotion and thefore wont gain much from a riven. At best its going to be something utility-like.

Probably a fair lot. Like 50-100? That would be a range i could agree to.
Probably will have like +40 or +50% damage and +20 or +30% reload speed. Nothing spectacular, but good enough i guess.

also the reason i said mr 13 is im mr 12 atm and as soon as im mr 13 im building tigris prime and ill probably put a few forma on it

I got a Tigris Riven, but for my Sancti Tigris. it gives me 100% status and makes it in my opinion better than the Prime. I get nearly the same dmg against highlvl enemies and the syndicate proc (1000 corrosive with a proc and a heal for my frame). there is another uncommon mod that does the same thing, but this one gives me also some electric and crit dmg
