In my experience, Trinity and Nova seemed to be very good frames to use for specters. Trinity will occasionally use EV so can supply you and your team with energy along with Trinity's other abilities, making her a very tanky specter in high level content. Nova will use her abilitys too (except the portals), which makes her an offensive powerhouse. Octavia is another frame that works reasonably well in specter form as she pretty much maintains all of her abilities, but the duraton and strength of effects is fairly lackluster.
For weapons, the Specter will not take into account any modding, and will not always have perfect accuracy. Instead both of these will be scaled up from base values as you approach higher level content. This means that assault rifles, semi-automatics, and shotguns tend to be more useful than bows, launchers, or other nuanced weapons (ignis, amprex).

Even a bad specter, like Limbo, can still be more effective than some of the people I've been teamed with. Even equipped with a mk1 braton, the weapon damage will be scaled up to content, the specter will have a decent amount of health, and if it dies no big loss.
