How to get mods with a diamond symbol next to it?

I read online that some mods with a diamond symbol next to the name could be used in both pve and pvp, but I cant seem to find any. I also could not find a list of mods that can have this diamond next to the name. So my second question is: is there a mod that increases critical chance that can be used in both pve and pvp?

The mods that can be used in both PvE and PvP are all useless utility mods.

there is just one usefull mod like that i think for the Daikyu(bow)
