It always takes you a while to get your last piece. Having to go ten more times to get your final blueprint is quite statistically reasonable, and thirty-something runs for the whole set is normal.

You need to sacrifice a Wukong then run backwards around a football pictch three times under a full moon.

The drop chance for each piece of pretty much the same. According to some statistics math on the wiki, you should expect over 20 runs for a reasonable chance at getting each piece, and you would need over 100 to virtually guarantee it.
