The easiest way to spawn them is to get an alarm sounded on Exterminate, and then wait. At least one Prosecutor will eventually spawn, accompanied by a notice from the Lotus. Make sure you've got a variety of elemental weapons on hand, because prosecutors are nigh-immune to physical damage.
Pretty much get the alarm to trigger early on and sometime between rushing to the boss and rushing to the exit there was generally at least one Prosecutor spawn. Plus you get the added bonus of grinding whatever Warframe they drop along with the Miter.
I guess you could in theory force a lockdown but I really don't see how that would help you since the game would hit the spawn cap and stop adding new mobs while you waited in a locked room.
