Problem is: It's unreliable. If you don't get an early proc, it can be much less.
It's still helpful, but don't expect to tank a whole lot.
cheese warfrmaes become semi-durable and somewhat forgiving so you do not die of one shot, while durable warframes become walking tanks.
good thing is tha taking damage to shields can trigger it so a tip for making Arcane Guardian more reliable would be not to overextend your self (aka not yolo too hard) and always try to have some shields. That at least for less durable warframes where you do not have too many shots to spare to trigger it. So disengaging to recharge shields, even 300 shield can make a difference in reliablity to trigger the arcane guardian, you will get the dynamics with 20 second duration.
I use it on Nekros Prime for solo kuva suurvival, with Shield Of Shadows it stacks to pretty damn good damage reduction (too lazy to do forma for Health Conversion).
I really cannot see it being bad on any warframe (apart from full stealth) as it lets you risk a bit more

Ash has access to the most over powered survivablity method; Invisibility.
He does not need to tank.
'Tank' here is just someone who can take a lot of damage - not someone who can hold aggro.
As such, pretty much all frames can tank - most of us must 'evasion tank' though. Ash can invisibility tank. Others can CC tank.
If you want a frame that can stand there and be shot at - no, Ash is not that frame.
