What is the best low mastery sniper rifle?

I'm helping my newbie friend find a fun gun to use because his melee won't work in every situation, (especially bosses), so I need to know, what is the best lower matery rank sniper rifle you can get?
Specifically, if there's one that's MR 1 or MR 2, that would help the most since they are freshly new. Thanks!
(By the way, if there are no good sniper rifles at that MR, just tell me about any good normal semi-automatic rifles if you can... in fact, do that anyway, for options)

Vectis. MR2 requirement, a very solid sniper that can last for a long time with proper modding. There used to be a code to get a free one, but last I checked that code doesn't work anymore.

you get the vulkar blueprint by doing the ceres junction, long time after you start poe i know but at least its a free bp

check the warnings on top first, there was an update that changed the masteries but vectis is on mastery 2 (http://warframe.wikia.com/wiki/Vectis) and vulkar on mastery 3 (http://warframe.wikia.com/wiki/Vulkar)

Vulkar is one you get at an early junction and its a pretty fun gun. Only MR3. And you get it at an earlier junction too so not a long wait.
