short answer - forced proc from a stance has same damage as is regular proc would be dealt at the same time.
Higher the damage - higher the proc, slash proc is not only calculated from slash damage but from damage dealt.
Buzz kill increases whole output which increases the proc but what those physical damage mods do they also increase chance for certain proc to happen.
When you trigger a proc - physical or elemental that has highest damage has most chances to proc, and one with lowest damage has lowest chance to proc.
Adding Buzz Kill increases chance for proc to be slash proc.
Since slash proc is forced you get no benefit of higher chance for slash proc on that hit, but on other regular procs you will benefit from that.
But again, you do more damage which kinda answers the question
