Anyway, you want one of three things with a Sniper rifle; stealth (so you don't get shot at while lining up shots), tankiness (so that you don't get the crap slapped out of you while you're scoped in), or damage bonuses (to make absolutely, positively certain it dies when you shoot it in the ding.)
Volt you already know about - he's got speed to open the distance between him and his enemies and electric shield to block shots and enhance his own.
Loki's another choice. He can use switch teleport to separate enemies from their allies and make them easier to shoot, plus he can go invisible to make it even easier. His invisibility can even be augmented to silence the rifle for you.
Banshee's got silence to stun enemies and sonar to create weak spots for you to shoot.
Ivara's typically seen as a bow user, but if you silence the gun she can use a sniper rifle as easily as Loki and she's arguably better at repositioning enemies thanks to her Quiver arrows.
Chroma's got immense tankiness, and when Vex Armor's damage buff is fully saturated, almost any weapon he fires will destroy chumps. With a Sniper Rifle, you gain a great ability to reach out and touch an enemy - and by 'touch' I mean 'split their skull like an axe through a melon.'
Rhino's hard to go wrong with. Iron Skin lets him absorb a tremendous amount of punishment, while Roar gives you a damage buff that makes those vicious sniper rounds just that much more powerful.
Nezha's almost as fast as Volt, but only while on his rear. Warding Halo, much like Iron Skin, allows you to eat a lot of punishment and discourages melee attackers by staggering and slashing them. Nezha's mobility also lets him quickly position for a sniper shot.
People saying there's 'no best Warframe' are technically correct, but there are best Warframes for specific situations. It's important to choose the 'frame that best fits the situations you expect to deal with.
