Because Soma Prime and the relics containing its parts have been vaulted for over a year and a half now. The built weapon was briefly available as a Twitch Prime reward, but its components have grown ever scarcer over time. warframe.market has some listings for it, though not very cheap; on the other hand, if you're willing to wait some time, it is quite likely that Soma Prime will be temporarily unvaulted, not during the next upcoming unvaulting event, but in the next one after that.
