You can't/Shouldn't be able to.
You can get them from: Mercury, Mars, and Phobos (and Europa and Pluto, but they're a fair way off)

To see what resources drop on a planet, zoom in so you can see the mission nodes and a icon will appear in the bottom right of the screen, scroll over it and it will tell you what resources drop on the planet the resource at the top of the list being the most common and the one at the bottom being the rarest.

I'd be happy to send you an invite to a clan.. there you can group up with people easily to go to planets to get resources you need, even if you can not get there yourself.

It might be possible to get Morphics as an alert reward; those don't need to follow the planet resouces. So an Earth or Venus alert could give Morphics.

But it's generally much faster to just do a mission on a suitable planet and keep your eyes open (and equip some Looter-mods if you have them), instead of waiting for a suitable alert to show up.

Now, I did get resources from alerts that I couldn't get from planets at the time, BUT I didn't specifically wait for them.

You can't. Some resources only spawn on certain planets. However, there are plenty of players that would be more than happy to "taxi" you to a planet that drops the resources you want. Try region or recruiting chat.

The next planet you unlock drops them anyway so it shouldn't take too long to reach them
