Where is he so I can get that drop? I've been looking online, but noone says exactly where he is or how to get that drop.

He's one of the Grustrag Three. They have a small chance of trying to ambush you mid-mission if you've sided with the corpus against the grineer in enough Invasions. Something like five missions, and vay hek sends you an angry e-mail about it.

...Their spawn chance is small, though, and the drop is like 25%. Technically for now you can always get the G3 to spawn in the Law of Retribution raid, but that's being removed from the game in like two days for not being mindless plains content.

Law of retribution, its a raid but its closing down in a few days. When Baro comes just buy G3 beacons from him and farm with people.
