Anyway to delete character?

So I started playing on launch up until 2014, and I ended quitting due to how repetetive the game was.
I heard that it's changed since and has been made way better and wondered if there was a way to delete my old character and start anew.

Nope, you can only start new account. Thats DE politics. Old account will be banned if u will not play.

Just make a new account if you want to start fresh ?

There is never a reason to "start anew", keep playing with your old account.

There is no such thing as character, only heroes aka warframes.
IF you picked "wrong" starter frame just farm what you need later.

Odd.
They never banned me, and I was inactive for 4 years.
Also, I did request they delete my account back then, but they never responded and I was able to log in today.
Are they usually that inactive or did my email just slip under the rug?

But I don't remember anything about the title, or what I was grinding for on my character so thought starting fresh would be best.

they are not "banned", they will be put on hold or in custody, so to speak.
OP can ask the support to delete his/her account and they usually will comply with it after asking if the user is sure about this.
only backside seem to be that the user won't be able to use the same mail account to create a new account for warframe anymore - nor the same player-ID either (afaik or rather read about it - so don't take nail me on it ^^)

no, they only seems to do this if there were signs of your account getting hacked (multiple failed logins over some time is my guess) - that, or it was a way of doing that they had abandoned since and now only use to those whom accounts they deemed in danger...
