There is Training tab that tells you all important. Restarting the tutorial isn't possible.
However, most of what was covered in that is in your codex. Go to the training tab, there's a movement tutorial practice under advanced movement.
Otherwise just run low level mission on earth/venus/Mercury until you feel confident again.
Depending on when you last played, you may need to unlock the junctions to move planets, to do so each one has a list of requirements (in game mechanics) and you need to clear all the nodes leading up to it.

What disadvantage do I have when I create a new account?
No real disadvantage, however depending on how much you did previously all that would be gone.
One thing, is if you previously linked your warframe and steam accounts I'm not sure if you can separate them. So you'd not be able to get TennoGen items (fan made cosmetics) on the new one if that's the case.
If after trying on your account you still want to experience the tutorial again it would probably be best to create a new account on a temporary email, run the tutorial & get to a similar place you are before swapping back to your normal account.
Btw, I just found out that that Codex/Training at leat for "Advanced Movement" has a "replay tutorial". That helped a lot already. Man, I did remember none of these moves.
Should you decide to start a new account I believe you can use the same email but as for changing the email connected to an account I'm not entierly sure
Obvious disadvantages would be any weapons, frames, plat, and ranks you had you will no longer have them but other than that not much(unless you had the founders pack in which case you won't hvae any way of getting the prime stuff that came with it)
A side note trading between 2 accounts you own can get both accounts banned if they share the same email and large transactions of plat from one account to another with out something of fair value being traded can also get your account banned
