What I would do is do all the missions solo (if that's what you want), but when you really want to just grind for levels and money, play with others.
Playing with others is pretty painless in this game if you are worried about toxic behavior. I would say that in 99 percent of the missions I run with randoms, no one even types anything into chat. And on those rare occasions where someone does, they are usually just asking a question or letting you know something you need to know. Maybe others have had different experiences, but I don't recall a single toxic encounter in all my hundreds of hours playing. Even on rare cases when someone does something dickish, like starting an elevator right before someone gets on, no one says anything about it. It's the most quiet multiplayer game I've ever played.
I played my first mp game in years and the player had like 30 level over me and was not shooting anything and just seeking at super fast running speed for the stuff of the mission.
Well, you have to understand that in some missions you don't really kill a lot of stuff unless you have to. For instance, in a "capture" mission, you only have to take down one enemy and leave, so it doesn't make a lot of sense to fight a lot of stuff. You just track down that guy, get him and go. In most missions there are times to fight and times not to fight. But there are also missions like "Exterminate" or "Survival" or "Defense" when everyone should be trying to kill as many enemies as possible.
So, basically, it just depends on the mission type.
