You can check in codex where each relic drops. I believe Mars is capable on dropping them on rotation B and anything lower on Rotation C in excavation.

I personally farm Meso relics on Interception on Jupiter. A chance for one is at first 2 waves and then I reset the mission.

Another way, kind of more complicated way, is to look at the list "View Void Relic Drop Locations List" here http://warframe.wikia.com/wiki/Void_Relic#Meso under the section "List of Void Relics and Drop sites. Selected "By Relic" and "Meso", then find the meso relic you are after on the left side. There is a list on the right side called drop location, select a mission type under "Type" and look at the "Category" for what tier it is next to it. Then look for that specific mission type page and it should have a "Locations" section which states what tier the different nodes that have that mission types. E.g. Meso G1 can be found on Defense tier 1 rotation B with a 10 % drop rate, the defence mission type page states that tier 1 can e.g. be found on Earth, Lith.

Gaia the earth interception drops Meso's on rotation B and C and the enemy lvl's ramp up pretty slowly so you can be there for quite a while before feeling any real resistance
