A: You equip them. That's it. Most of them are purely cosmetic besides syndicate ones.
Q: Are they percentages of affinity/how do I max them?
A: Not sure what you mean here. You cannot level a sigil, but you can buy upgraded syndicate sigils that are Rank 1, 2, 3, 4 and 5, with a 5%, 8%, 11%, 13%, and 15% increase in standing at the fifth tier.
All these syndicate sigils do is convert a % more (according to the one equipped at the time) of affinity gained into more reputation/standing. With a normal sigil equipped with no percentage bonus, 2.25% of affinity earned will be converted into standing with the faction of the sigil you are wearing. Wearing the rank 5 sigil will increase this to 17.25% conversion which is the only one that is truly worth purchasing later on if you wish to grind out and buy faction-related items.
But it is best to buy them as you go if you want to try to get to max standing with a faction faster, and the higher the mastery rank, the easier it will be.
