Yes, and I found your answer incomplete. It lacked important clarifying information about Railjacks, Clans, and dry docks. What happens if OP hasn't built their Railjack yet but only has the Cephalon research, then they switch clans only to find out they can't build or use it until their new clan builds a dry dock?

There is little difference. I'm saying that OP should get their Railjack researched and built before switching clans to a clan without a dry dock, so that when their new clan DOES build the dry dock their Railjack can be there, waiting and ready to go.
