At the end of the day my advice would be that if you do not know the answer to that question yourself, keep it until you do.
but honestly best choices would be Oberon, Nidus, Rhino or Inaros maybe nezha
I originally was going to do Oberon Prime, but settled on a low health quick thinking build on him instead. If I were to use him in arbi's, I'd probably use an umbral forma on him.
I'd suggest to wait as sentient based opponents (gas city and new war) and melee rework could make a big difference.
DON'T PUT IT ON VALKYR
Then make a decision because you may end up wasting it.
Currently I think Oberon Prime is objectively the best place to put it, Chroma Prime being a close tie. If there was Nidus Prime I would put it there, no brainer, but on Nidus.... it would suck when Prime comes out.
Rhino Prime is a pretty solid choice, he only needs 2 Umbral mods but you will have room for stronger mods on the side to get higher buff.
So wait, estimate how often we will get it, check which are next primes based on that and then decide.
there are 2 criterias:
1) warframes who benefit from at least 2 Umbral mods
2) what is the actual benefit from it for your build, like what will you get apart from extra HP and armor, can you maybe put in some stronger mods instead of ones you have, do those mods benefit your build and how much.
Like in case of Chroma Prime, it is marginal, you can already reach 900%+ damage buff, getting that extra +50% or so is nothing really. But if you love Chroma Prime you will love that extra number even if it's so tiny compared to actual buff.
Problem with exact choice is constant flow of new mods, you never know what is gonna make it into your builds.
So wait, new Gas City rework is "right around the corner" and it will bring new mods for sure.
Again, if each Nightwave gives us Umbral Forma then choice does not really matter.
