Cant upgrade ostron standing

So i'm on Cetus and i have gathered all the material needed for the upgrade. But there's a line that says "you haven't earned enough reputation for this upgrade". What does that mean? How do i fulfill that?

at first you need 5000 Ostron Standing to upgrade. to get the reputation needed, you can do fishing, mining, or do a bounty.
i suggest you to go fishing and mining. fast and easy

I actually spent more than an hour of my playtime today to fish and mine in order to get ingredient to craft Gara though

You need to max out your standing for that rank before you can level up.

You have to provide the fish or trade the gems for standing. Just fishing and mining by itself won't give rep. Cutting the fish for parts won't either.

Ok? But did you either A. Turn in said fish or ores for standing or B. do Bounties to raise your standing. If not you need to do that. Also check to see if you may be at your daily limit.

This may be stuff you already know, but:

Note that donating the whole fish, and cutting it for ingredients, are two separate things. (I've made that mistake a couple times, even after first encountering it. ^_^ )
So if you know you need 6 Norg Brains, or whatever, it can be useful to cut 6 of those fish - but then leave the rest for potential donations (or cutting) later.

In the first couple ranks, it's probably better to do bounties - depending on your current loadout, of course. That way you can always stockpile the fish for later, and turn them in on future days where you don't have the spare time to play.
(The maximum amount of reputation you can gain resets itself each day, to help prevent players from reaching max rank and burning through all the content on day1.)

To get to the next rank of any Syndicate, you need to be at the current maximum standing cap for them.

If your max standing at the moment for Cetus is, say, 99 000, you need to be at 99 000 before they will accept your sacrifice of credits and whatever else to get to the next rank.
