http://warframe-builder.com/Primary_Weapons/Builder/Vulkar isn't a perfect website, but it is exceptionally good at theory-crafting your own weapon builds.
I have turned scopes off on my game and never went back, making snipers very good at all normal game ranges but less useful for actual mega long shots (open world? Rarely useful?).
crit builds are always a tight fit... you have the 2 multishots, serration, crit % and damage, that is 5/8 mods and you may be wanting bladed rounds, 6/8 and now you have 2 left for elements. If you did wildfire / radiation, you get an extra shot or two, but is it worth it? I would think 2 primed elements are going to wrap it up if you lack a riven. It seems like it needs a reload speed & damage (anything) riven to really go nuts...
avoid the faction purity mod. It brings aoe to weak enemy and can kill level 20ish enemy outright in bulk but after level 30 its a loser IMHO. Depends on what you are fighting. Who snipes lowbie enemy anyway?
Another unique mod it has is Meticulous Aim, which pairs well with Argon Scope. If you're landing headshots, they'll work very well for you
