where do i find them? and does catching the same one count?

Catching the same 1 does count yes.
Some will require bait to have higher chances and somtimes easier via Cold or Warm in Orb Valis.
Also location is important, I would recommend searching the Wiki for more solid information.

Tromyzon appears in small ponds during cold weather
Charamote and Synathid appear in caves during any weather.
All spawn without bait, but rarely, so it's recommended to use it. Just remember to use it in hot-spots (places where you can see green lights on water).
I am not sure if Longwinder actually counts for rare fish. It is about as rare as the other 3 but isn't an orokin build.
I personally fish for Charamote and Synathid in a cave in the lower right corner of the map.
Charmote are easier to actually catch than synathids because synathids are smaller.
1. Main lake, the middle island works well, at least for me. Second spot is along the north shores
2. Pond. I like the pond south of the transit depot
3. Cave. I like the cave to the west of the transit depot. Its also a great mining cave as well.
