Personally, I think the Harpak has always been good, I have been using it for years.
Fair point and a lot of Warframe players are like this, but you can't deny that there are some weapons that are legitimate trash. The Seer is my favorite example.
At the end of the day, if you enjoy using the gun, it's worth your time. Most guns in Warframe are still decently usable/above mediocre. If it can kill level 150 heavies, even better. With Exposing Harpoon, Harpak probably breaks out of the mediocre range.
I think he was referencing OP saying that "in the hands of Saryn (due to spores) everything just dies."
Saryn doesn't need a weapon, so saying that Saryn can use it effectively isn't a testament to how good a weapon is or not really. It should be evaluated on its own, not measured against a notoriously strong nukeframe.
I guess if you are smart about your harpooning and where you send that initial enemy, it can help the Harpak, but it still relies on that gimmick and you sacrifice a mod slot in the process. IMO the Harpak won't achieve A-Tier with it, but rises from an decent tier to a better tier.

Even with a decent riven for it.
