Whether or not you keep it depends on whether or not you'll use it. Just because it's hard to get doesn't mean it has a niche in your setup. Most of us only use the weapons we have good Rivens for so if you don't have an Opticor Riven, you probably won't be using it.

Without the primed cryo rounds you can still get 60 - 93k dps out of it without any rivens.
However, after seeing some ideas online I found one that made a ton of sense and is really fun.
Build Opticor Vandal for multi shot.
You may be doing less damage per shot than normal Opticor but when you’re firing ~3 shots per trigger pull the damage is actually higher. And due to the better firing rate even kills faster.
